This amendment states that no soldier/troop will be required to stay in the house of a citizen, not without permission of the owner. This law was enforced so that there wouldn't be a repititon of the  Quartering Act, an act that forced houses to "quarter" soldiers. Nowadays, we do not need this law because we have bunkers/military houses to keep the soldiers and troops.
